In 1961, John F. Kennedy issued Executive Order 10925 creating the President’s Committee on Equal Employment Opportunity (PCEEO) chaired by then Vice President Lyndon B. Johnson. President Kennedy appointed Wheeler to the PCEEO in 1961 as one of two black members. The PCEEO worked to eliminate discrimination from government employment. The main components of Executive Order 10925 gave the PCEEO the authority to investigate the employment practices of government agencies to ensure that discrimination no longer existed within the executive branch. The executive order specifically prohibited employment discrimination in the federal government based on “race, color, religion, or national origin.”

This sub-series consists of Wheeler's work on the PCEEO, reports, meeting minutes, activities reports, correspondence, and founding documents including the Executive Order 10925.
