This series makes up the bulk of the collection. The Southern Intercollegiate Athletic Conference (SIAC) was founded in 1913 to regulate athletics among the Black colleges in the Southeast. The materials within this series pertain to Harvey's term as commissioner. These files contain correspondence from coaches requesting information about players and rules and discussing conflicts within the conference. There is a copy of the organization's contsitution and by-laws, as well as committee reports, minutes of meetings, news articles, invitations, and organizational forms. There are also programs, schedules, and rosters pertaining to some of the tournaments SIAC hosted.
