Papers, reports, budgets, conference materials, constitutions, programs and by-laws collected by Costen relating to his invilvement with the UNCF. Some UNCF groups he worked with include the National Alumni Council, the Lilly Endowment Faculty Development Program for Black Colleges, and National Educational Budgets. Some papers include "Blacks and Tax Reform" by William Ellis, "Black Family Income and the Cost of a College Education" by Margaret Simms, "Public Policy and Private Black Higher Education Issues and Options" by Mary Carter-Williams, and "The Case for the Private Black Colleges" by Kenneth S. Tollett.
